Board of Trustees

The Trustees of Atlantic Housing Foundation were asked to serve because of their skills and experience in real estate, law, business, and their philanthropic activities. Several of the members are real estate professionals with over 100 years of combined experience in development, acquisition, finance, and management. The common thread among these trustees is their understanding that a nonprofit corporation, like Atlantic Housing Foundation, must operate under a higher standard of professionalism and strict accountability. They also understand the social purpose and nature of a non-profit organization, its position within society and law, and know that it will not succeed unless it is properly managed. 



Richard Whaley

Mr. Richard Whaley
has 40 years experience developing or acquiring real estate throughout most regions of the United States. He has been or is currently involved in a number of professional and civic associations, including Founding Trustee, Dalhberg Center; Founding Member, Ohio State Advocates; Former Director, Affordable Housing Tax Credit Coalition and Former Board Director National Housing and Rehabilitation Association, Board of Trustee - Nightingale Home Care Inc., member of NAIOP - National Association of Industrial and Office Properties Central Florida Chapter, member of FIABCI - The International Real Estate Federation. As a Founding Trustee, Mr. Whaley is also passionately involved with Atlantic Housing Foundation.

Rich and his wife Sharon have three grown children and divide their time between the Eastern Shore of Maryland and Ohio.

Dan French

Mr. Dan French
, was Founder of Atlantic Housing Foundation and served as its President and CEO until 2008. He continues to serve as Chairman of its Board of Trustees and remains involved with Finance and Acquisition activities for the Organization. He has been involved in the Affordable Housing field since 1990 when he was made head of the Affordable Housing Department of the San Antonio office of the Resolution Trust Corporation. He went on to serve the San Antonio Housing Authority as Director of Development. He has also served as Housing Commissioner of the Town of Hilton Head Island, SC and Chairman of the greater Hilton Head Community Development Corp.

He has 40 years of experience in the areas of development, finance, operation, appraisal and brokerage of real estate. He holds an MBA from the University of Texas, San Antonio.

Michael Nguyen

Mr. Michael Nguyen,
joined Atlantic Housing Foundation, Inc. in April, 2008 as President and Chief Executive Officer.Michael has over 20 years experience as an executive in multifamily acquisition, development, rehabilitation, disposition and asset management. Prior to joining Atlantic Housing Foundation, Michael founded Cima Advisors, a real estate structured finance and asset management firm. Previously, Michael was a Partner at the Utley Group, a private equity firm with a key focus on multifamily acquisition and development. Before the real estate business, Michael was an investment banker specializing in mergers and acquisitions, corporate restructuring, debt and equity placements. He was also a Principal with First Southwest Company in its corporate finance department and a Financial Analyst at Banque Paribas and Prudential-Bache in New York. Michael holds a Bachelor of Business Administration degree and MBA from Texas.

Alton Jones

Mr. Alton E. Jones
is president of Armada Developers, LLC and also, AHF Campus Housing, LLC. Mr. Jones is former president of Hilton Head Company Realty, former president of Lake Las Vegas, former president of Grand Bahama Devco Realty, and former president of Ginn Lifestyle Group. Mr. Jones is a graduate of The Citadel and served for over 11 years on the Board of Trustees of the College of Charleston. He is a resident of Florida and a member of the Society of Colleges and Universities Planning

Amy Dodds

Amy Dodds
became the Resident Coordinator at Heather Ridge Apartments in October 2015. She is an integral part of our property staff, providing services to our residents, including an after school program, tutoring sessions, resident birthday recognition, welcoming new residents, educational development for our adult residents, community resources, and outreach programs. Amy has also implemented fundraising efforts benefiting the March of Dimes, Alex’s Lemonade Stand, the Red Cross, Irving Police Department and Irving Fire Department. She has made many personal connections with our residents and is very proud to be “Making a Difference” at Heather Ridge.

Prior to joining the staff at Heather Ridge, Amy worked with children as both a teacher and a Day Care Director for multiple sites in California. She spent several years teaching for Head Start, where she gained experience in community outreach through home visits and collaborative family sessions with social workers and aides.

Amy majored in Early Childhood Education and Business at West Valley College and San Joaquin Delta College in California prior to moving to Texas, and she looks forward to furthering her education in Real Estate.

Dr. Raj Menon

Dr. Raj Menon
joined Atlantic Housing Foundation, Inc. as a Board Member in April 2014. Dr. Menon is President and CEO of Flat World Design, a promotional marketing company in Plano. Prior to starting the marketing business, Raj worked as an engineering consultant and then as a management consultant for several years. Dr. Menon is an active speaker, mentor, and community volunteer and is passionate about design, education, technology, arts, innovation, and leadership. As an elected official in Collin County, he serves on the board of the Collin College. He also serves on the City of Plano's Housing Advisory Committee.

Dr. Menon has previously served on the boards of the Plano Symphony Orchestra (as President), HCA Medical City Hospital in Plano, as well as on the Executive Board of the Leadership Plano Program of the Plano Chamber of Commerce. Dr. Menon holds an M.Tech. degree in Chemical Engineering from The Indian Institute of Technology in Mumbai and received Master’s degrees in Engineering (M.S.), Business (M.B.A.) and a Ph.D. from The University of Texas at Austin. He lives in Plano, Texas with his wife and their dog, Dusty.

Patricia Gulley

Ms. Patricia Gulley
joined Atlantic Housing Foundation in January 2016 as a Residential Coordinator for Arrowood Apartments in Houston, TX. She became a member of the Board of Trustees in 2017.

Ms. Gulley has a Chicago State University Bachelor of Science degree in Business Administration/Accounting and 30 plus years’ corporate to small business experience in positions of accounting, customer service, and minority business instruction. Her inherent passion and lifetime involvement has been with political and social service organizations because of the mission/services they provide to individuals and communities.

Ms. Gulley manages her time between family as a mother and grandmother; her church as a volunteer, a teacher, and a care minister; and Arrowood Residential Coordinator as an innovative and creative event planner.

Brooks Heard

Brooks Heard
is currently the Resident Coordinator at The Ashton at Longcreek in Columbia, SC. Brooks is licensed and ordained as a minister through the Southern Baptist Convention. He earned his Bachelor’s degree at Columbia International University and a Master’s of Divinity in 2013 also at Columbia International University.

He has served local churches in youth and children's ministry as well as pulpit ministry and pastoral care. Brooks is a passionate preacher and teacher. He has helped coordinate after school programs, summer camps, community service projects and other community activities, as well as educational, worship and outreach programs. Brooks also serves as Youth Pastor at Augusta Full Gospel Church in Augusta, GA and also as an associate minister at Concord Fellowship Baptist Church and Berean Church of God in Christ in Latta, SC.

Scottie Smith

Scottie Smith, II
started his real estate career at the age of 18. He bought and sold multiple properties before the legal Drinking age of 21. As a licensed real estate professional in Texas, he, along with his team of expert real estate advisers, has brokered Millions of dollars in Real estate sales helping people all across the country realize the dream of home ownership.

Scottie Smith, II has been recognized nationally by the National Association of Realtors Magazine as one of the Top 30 brokers under 30. And Locally by the City of Denton Mayor as a leader in providing housing for the public. Also selected as one of the Entrepreneur of the Year Award in 2015 by the Dallas Black Chamber of Commerce Quest for Success. Smith has been featured in Black Enterprise Magazine, on Fox News, WFAA and many other platforms as the Real Estate Expert. Because of Mr. Smith’s ongoing success as a real estate broker, developer and investor, he was recognized and inducted into the Forbes Real Estate Council; an invite only organization of the nations Top Real Estate Executives and Professionals.

As a native of Houston, Scottie learned how to make an impact early as the middle child among his ten siblings, and that influence can be seen in the trajectory of his business. Scottie started Scottie Smith, II & Associates Real Estate Advisor with just one agent and since then the business has grown over 200% year after year with more agents joining now one of the fastest growing independent real estate brokerages in Texas. He’s since then created Phoenician Real Estate Investments in 2015 with the goal of helping to redevelop urban areas of the city.

You don’t have to be a client of Scottie’s to get his insight on what it takes to be a homeowner either. He recently authored “ From Decision to Close,” a book of practical fundamentals and insight that gives people an honest and concise roadmap to homeownership. Scottie is making sure people who are seeking to become licensed real estate agents get great knowledge and training with the Lone Star Real Estate Academy, which he founded in late 2015. He has also taken the charge to assist the undeserved entrepreneurial community by creating the HUB Space, a non-profit incubator to support minority-owned startups.

As a Real Estate Broker and avid Entrepreneur, Scottie has a simple goal; To Help People. His lifelong mission has and will always be to help people, using his passion for real estate as the vehicle to do so.
